Meet the Founder
Dr. Kenneth S. Helgren is the founder and CEO of Quantum Sigma LLC. He brings 4 decades of federal and industry executive experience spanning military service, federal civilian leadership, and private sector strategy. Ken served 22 years on active duty in the US Army as a Master Army Aviator, Helicopter and Fixed-Wing Instructor Pilot, and Instrument Flight Examiner, earning the Legion of Merit among numerous decorations for meritorious service. His federal civilian career culminated as Deputy Director of Contracting at the Defense Health Agency, where he led contracting and acquisition reform across the Military Health System. Prior to founding Quantum Sigma, Ken served as Chief Strategy Officer at Standard Technology, Inc. and Andrew Morgan LLC, where he built strategic frameworks, standardized business processes, developed AI-enabled solutions, and drove measurable revenue growth. Ken holds a Doctorate in Business Administration (Quality Systems Management) and an MBA. He’s a Harvard Business School Alumni, a Harvard Kennedy School Senior Executive Fellow, and is certified in Artificial Intelligence from the UT McCombs School of Business. Ken is a Project Management Professional, Lean Six Sigma Black Belt, Certified Knowledge Manager, and holds Defense Acquisition Corps certifications in Contracting (Level III), Purchasing (Level III), Program Management, Lifecycle Logistics, and Test & Evaluation.
